Canada Offers Free Pre-Arrival Help to Nurses through PASS Program

Canada’s PASS (Pre-Arrival Supports and Services) Program, led by the Canadian Nurses Association, is now open to internationally educated nurses (IENs) from all countries, including India. Funded by the federal government, the program offers free, personalized support to help nurses prepare for licensure and employment before arriving in Canada. Participants also get help with navigating Canada’s healthcare system, resume writing, interview prep, and more. The expansion of the PASS Program is part of a broader $86 million initiative aimed at helping over 6,600 IENs integrate into Canada’s healthcare workforce faster and more confidently.

  • 84 hours of nursing-focused language training.
  • Certified Canadian nurse mentorship support.
  • Webinars on licensing, job trends, and healthcare systems.
  • One-on-one case management and settlement help.
  • Access to peer networks and provincial resources.

Planning to Work as a Nurse in Canada? See If You Qualify for the PASS Program

To qualify for the PASS (Pre-Arrival Supports and Services) Program, applicants must meet the following key requirements:

  • Must be an internationally educated nurse (IEN) currently living outside Canada.
  • Must have completed a recognized nursing education program in their home country, supported by official documentation (degree, diploma, or certificate).
  • Must have received approval for permanent residence from Immigration, Refugees and Citizenship Canada (IRCC).
  • Must intend to pursue licensure and employment as a nurse in Canada.
  • Must register through the Canadian Nurses Association, the official organization delivering the PASS Program.

Steps to Register for the Free PASS Program for International Nurses
